Manipur was added to the Inner line permit regime by the Adaptation of Laws (Amendment) Order 2019. Manipur is the 4th state after Arunachal Pradesh, Nagaland, and Mizoram to where the ILP is applied.

ILP regime was earlier present in Manipur but it was abolished in Manipur in 1950. It is also connected with CAA 2019. By this, it excepts certain categories of the area and includes those protected by the inner line system.
